COVID 19 – Childhood Lead Poisoning Prevention Certification Exams

The upcoming April 25, 2020 Childhood Lead Poisoning Prevention Certification Exam is postponed and rescheduled to June 13, 2020.

CPS HR Consulting has been contracted by the CA Department of Public Health (CDPH) to provide transcript evaluation services for Registered Environmental Health Specialist (REHS) program, Options I-IV. To be hired as an EHS trainee, you must have received a minimum of a bachelor’s degree from an approved institution that includes at least 30 semester units of approved basic science courses.

COVID 19 – CALIFORNIA NOTARY PUBLIC EXAMS

We are continuing to monitor the situation and recommendations pertaining to COVID-19. This is new territory for all of us and it continues to evolve. It is requiring flexibility as we navigate this situation. While we want to minimize disruption to candidates and licensing and certification programs, we must be diligent in following public health and safety guidelines and recommendations.

In working with our partners and test venues, we are taking necessary precautions and actions including limiting testing capacity and cancelling testing, if necessary. We will provide as much notice as possible for test disruption.

We understand the difficulties and challenges with this ever evolving situation; we thank you for your continued cooperation and understanding!

To be granted a California Notary Public commission, you must meet the requirements set by the Secretary of State's office (see handbook) and pass an examination to verify that you have at least a minimum level of knowledge regarding the laws and regulations affecting notary public services. The Notary Public Section has contracted with Cooperative Personnel Service (CPS HR) to conduct its regularly scheduled examinations at established test centers throughout the state of California.

CPS HR administers the Notary Public written examination ONLY. Information on mandatory notary education may be found on the Secretary of State's website by clicking here.

If you have already received an email with a username and temporary password, you can obtain your exam results or register for an exam by clicking “My Account” located in the menu bar on the right. Once logged in, select “View Notifications” to see a copy of your exam results letter. Exam results will be ready approximately 15 business days after the exam date.

Notice of Probate Referee Examination

Notice is hereby given that the State Controller's Office will conduct a qualifying examination for possible appointment as Probate Referee on Saturday, April 25, 2020

The California State Controller is authorized by law to appoint at least one probate referee for each county. Currently, there are 105 appointed probate referees in California. Applicants must meet the minimum professional requirements discussed below, successfully pass an examination and be interviewed by a panel of judges and attorneys. The Controller will make his appointments after considering the recommendations from the interview panel.

Applicants for appointment must possess threshold academic and/or relevant professional experience in order to take the examination and be considered for appointment. Applicants must meet at least one of the following criteria:

The application and testing information are also available at www.cpshr.us or www.sco.ca.gov. Please return completed application, with exam fee by mail to: CPS HR Consulting, Attn: Probate Referee Program, 2450 Del Paso Road, Ste. 160, Sacramento, CA 95834. Applications must be received by April 10, 2020. The examination will be available to take online on Saturday, April 25, 2020, between the hours of 8:00 a.m. and 5:00 p.m. PST, at a web link to be provided.

5 REFERENCE LETTERS:

Please note that five (5) letters of recommendation from the references you list on your application will be required to be considered for an appointment. All letters are to be received by the State Controller's Office no later than May 1, 2020. On February 27, 2010, Congress enacted The Social Security Disability Applicants' Access to Professional Representation Act of 2010 (PRA), Public Law No. 111-142 and revised the Act in two (2) main ways. First, the PRA permanently extended our authority to withhold 25% of a claimant's past-due benefits and directly pay any authorized fees to attorney representatives for claims filed under title XVI of the Act. Second, the PRA permanently extended our authority to withhold 25% of past-due benefits and directly pay any authorized fees to eligible non-attorney representatives under titles II and XVI of the Act who meet the following requirements:

  1. Have a bachelor's degree from an accredited institution of higher education or at least four years of relevant professional experience and either a high school diploma or General Education Development (GED) certificate;
  2. Pass a written examination that the Social Security Administration (SSA) writes and administers which tests the knowledge of the relevant provisions of the Act and the most recent developments in SSA and court decisions affecting titles II and XVI of the Act;
  3. Secure and maintain continuous professional liability insurance or equivalent insurance, which SSA determines to be adequate to protect claimants in the event of malpractice by the representative;
  4. Undergo a criminal background check to ensure the representative's fitness to practice before us; and
  5. Demonstrate ongoing completion of qualified courses of continuing education including education regarding ethics and professional conduct, which are designed to enhance professional knowledge in matters related to entitlement to, or eligibility for, benefits based on disability under titles II and XVI of the Act.

The application period will run from February 1 to February 28 each calendar year. However, these dates may change subject to location and resource availability. The application will be available for download during this time. An exam date and location will be published as information becomes available. Prior to the passage of P.L. 111-142, Congress enacted a 5-year demonstration project, which provided direct payment to non-attorney representatives who met the same requirements as mentioned above. We held two (2) examinations in 2005 and one (1) examination each subsequent year through 2009. This demonstration project ended with the passage of P.L. 111-142.

Through the services of a private contractor, CPS HR Consulting, SSA determines if a non-attorney representative meets the requirements to be eligible for direct payment of fees for his or her claimant representative services.
